
Andrey has 7 plus years of professional experience in public administration as well as in GR and ESG consulting.
Andrey started his career at the National Academy of Sciences of Belarus where he carried out research in the field of energy security.
Later he worked at the Ministry of Economy where he provided analytical support on the EAEU and the Union State trade and energy policy issues. From 2020 to 2021 he was a chief of the international department of Beltopgaz responsible for analyzing regional gas markets and creation of a common EAEU gas market.
He graduated from the Energy Department of the Belarusian State Agrarian Technical University. In 2018 he successfully completed his postgraduate studies at the Institute of Power Engineering of the National Academy of Sciences of Belarus.
In addition, Andrey studied WTO trade law at the Ministry of Foreign Affairs of Singapore (Singapore) and trade aspects of the Belt and Road Initiative at the Chinese Academy of Social Sciences (Beijing, China). In 2018-2019 he took international courses on ESG and energy policy at the Arava Institute for Environmental Research (Ketura, Israel) and on international trade law at the Belarusian State Economic University.
He is the author of two non-fiction books on international energy relations, including the climate policy aspect, and regularly lectures on energy and climate policy.
